One guy remained inside 10 km from Fukushima power plant

One guy who remain in "Namie-Machi(Namie-town, 10 km from Fukushima Power plant) wrote at 2ch (Japan's huge anonymous forum).

"I'm remained in Namie. Recently I'm experience headache and nosebleed when awake. Human doesn't easily die... My only food is rice. I dodged police inspection with motorcycle then gathered foodstuff. My saving money remains about 3,500,000 yen(about 42,000 USD). With unemployment pension, I expect i can sustain for a while. I dunno what is first that my saved money run out, or my body run out..."

"Domoko and AU (japanese mobile phone operators) are dead. Surprisingly iPhone still works well. It's really great item."

Disaster Relief 2.0: Leveraging the power of new technologies, local media and local communities in humanitarian responses

Ed note: The report Disaster Relief 2.0: The Future of Information Sharing in Humanitarian Emergencies analyzes how the humanitarian community and the emerging volunteer and technical communities worked together in the aftermath of the 2010 earthquake in Haiti, and recommends ways to improve coordination between these two groups in future emergencies.  The UN Office for the Coordination of Humanitarian Affairs (OCHA), together with the United Nations Foundation and Vodafone Foundation Technology Partnership, commissioned the report, which was researched and written by a team at the Harvard Humanitarian Initiative.

In Haiti, local citizens and communities affected by the Jan 2010 earthquake participated in the relief effort in unprecedented ways. Through social media and communication tools, this local participation was a revolution in humanitarian aid. Despite the many question marks and variables still to be addressed on this front, there are two main outcomes that deserve to be highlighted.

One is that for the first time ever the volunteer and technology communities engaged in a very significant and permanent manner in a humanitarian operation. Ushahidi, Crisis Mappers, Crisis Commons and OpenStreetMap engaged volunteers from around the world to connect with responders and individuals on the ground through mobile and online tools. This level of input was new and valuable, and deserves the attention and inclusion that it is already getting from the more “traditional” aid community.

Secondly, and even more importantly, the humanitarian community is progressively realizing that responses to crises are too often undermined by a lack of information among the affected population. When a crisis hits, outside aid agencies simply don’t know enough about the local context, the local media landscape, or how information is consumed, to be able to disseminate life-saving information immediately and gather critical feedback from affected communities. Understanding and utilizing that information ecosystem is precisely what Internews, in partnership with local media, local populations and the humanitarian community, tries to do in all our humanitarian media projects around the world.

Two of the most important channels for communicating information during crises are the existing local media, known and trusted by the local population, and the emerging mobile Information and Communication Technologies (ICT). We saw this in Haiti, documented in the report “Lessons from Haiti: Media, information Systems and Communities.

However, despite a great display of potential in the response to the earthquake in Haiti, new technologies, humanitarians, local media and affected populations have yet to connect in a predictable, reliable, and sustainable manner to improve the effectiveness of relief operations and increase community resilience. The lack of communication also undermines transparency and accountability of humanitarian actors and makes the people we serve feel further disengaged from the aid response.

As a community, we need to invest energy, expertise and resources into increasing the capacity of local media and local communities to prepare and respond to disasters effectively. In today’s 2.0 context, this includes understanding the effective utilization of a variety of new technology and social media tools to ensure that local media and local communities are better equipped to be the first responders in any emergency or disaster. Internews efforts to connect community radio stations by mobile network in Central Africa Republic and enable journalists in Kenya to use FrontlineSMS and Ushahidi outside of crisis situations are ways we’re working to build this capacity locally.

Emergencies are not the best time to experiment with untested initiatives. We learned in Haiti that trying to introduce new technologies during an active operation can be unnecessarily frustrating, ineffective, and even a disruptive exercise. This was highlighted, along with many of the important achievements and opportunities for partnership and dialogue between the humanitarian and the technology community, in the report Disaster Relief 2.0: The Future of Information Sharing in Humanitarian Emergencies.

We need to know what tools work and what processes they can improve. The key component is still to figure our how communication tools and processes can be further localized to serve the needs of local communities. This effort takes specific investments of time and resources in advance of the next disaster.

We may never be truly ready for an emergency, but we can help local communities and local media to be better prepared. We also need to keep in mind that we still need to get the low-tech solutions right first. At the end of the day, everything goes back to basics: human interaction.

Fighting dirty power production

I received a news announcement from the Western Clean Energy Campaign regarding increased pollution controls proposed by the EPA on the worst polluter in New Mexico (which also affects residents in Arizona): the Four Corners coal plant:

The agency (EPA) has proposed new pollution control safeguards for the Four Corners plant, which emits more than 44,000 tons per year of nitrogen oxides, a key component in the formation of ozone pollution. Ozone is a harmful chemical that attacks lung tissue, and breathing it increases the risks of asthma, chronic obstructive pulmonary disease and other respiratory ailments.

According to findings from the polling, which surveyed 600 Arizona voters, air pollution is a top concern in the state and a strong reason to move away from coal and invest instead in cleaner energy resources.

“The Four Corners plant is one of the nation’s dirtiest coal-burning plants,” said Coken. “People understand that coal is dirty and unhealthy and that transitioning away from plants like Four Corners and to clean, renewable energy is the best way in the long run to reduce the high health costs incurred by pollution from their smokestacks.”

According to the American Lung Association, San Juan County, where the Four Corners plant is located, gets an F for ozone pollution.

Earlier this month, the Lung Association published a major study that identified coal-burning power plants as the single largest source of harmful air pollution in the United States, emitting in excess of 386,000 tons of hazardous pollutants into the atmosphere each year. According to the study, soot pollution alone from those plants kills an estimated 13,000 people a year. The report can be found at: www.lungusa.org/press-room/press-releases/power-plants-epa.html.

Here is the EPA’s pollution report on the Four Corners coal plant.  The NY Times article on pollution controls at the Four Corners plant mentions that the coal plant emits the highest level of nitrogen oxide of all coal plants in the country.

Of course, if I were to be a follower of Partnership for Affordable Clean Energy (PACE), I wouldn’t be excited about the above news.  From a press release I received from them regarding the EPA announcement on tightening pollution restrictions at coal plants:

“As expected, the Environmental Protection Agency yesterday released draft rules seeking to set the first-ever national standards for mercury and other air toxins from coal-fired power plants. By its own estimates, this draft rule will be the most expensive EPA rule put out in the agency’s history.

Everybody wants a clean environment, and many in the energy industry are doing their part. But any initiative must also ensure reliable and affordable energy. If the EPA implements these MACT utility regulations as drafted, closures of U.S. coal-fired power plants will accelerate sharply during the coming decade and will result in the loss of an estimated one-fifth of our coal-fired capacity. Based on historic performance and industry experience, it will be impossible to permit, engineer, procure, and construct hundreds of new controls. Even if plants could afford to comply with the regulations, many will simply be unable to make the needed adjustments due to age or other complicating factors.

It looks as if PACE is more of a fan of the “Affordable” part and less of a fan of “Clean Energy”.   Based on their press release, I’m lead to believe that it is just too costly to add pollution controls to these old coal plants….SO I’M JUST SUPPOSED TO DEAL WITH THEIR POLLUTION?

Oh wait, they do address this fact at the end of their press release:

We need reasonable regulation that protects health and the environment but also provides reasonable rates and dates for compliance.

Ok, got it.  I do need to be worried about my family’s health and environment….but only if it doesn’t raise my rates and I can hold off until whenever the utility feels the time is right.  I mean, PACE may be right….I’ve already lived almost 30 years, so why worry about silly things like “my health” now?  I don’t even have any kids yet and I’m sure by the time they come along the air will be much cleaner because it will be beyond “dates for compliance” (if only I had a sarcasm font).  It’s 2012.  Pollution controls have been around for awhile. Why has the utility waited so long to implement them?

The reason that clean energy deniers state that renewables are just too expensive when compared to coal power is that usually coal power plants DO NOT ACCOUNT FOR THEIR POLLUTION!  And so I find it ironic that clean energy deniers say pollution controls are just too expensive.  They wouldn’t be so expensive if they were accounted for in the first place!

Look people, you have to choose which side you’re fighting for: the side that promotes clean energy and tight pollution controls for the sake of our health and environment or the side that worships at the alter of cheap (adj. – of little account; of small value; mean; shoddy) energy at all costs.

U.S. Nuclear Power Plants, safe distance?

Given the the nuclear reactor meltdown disaster in Fukushima Japan, and the local area Fallout contamination that is now entering the food chain and water systems there, I have constructed a location map of the current (and decommissioned) nuclear power reactors in the United States.

Without discussing For or Against nuclear power, it may be smarter and a better use of time to learn some lessons from what happened in Japan that led to the the Fukushima meltdown, and to consider the potential risk for those living in the U.S. near one of these reactors – should a worst-case-scenario occur.

The problem at Fukushima: All electrical power was lost to the plant (earthquake – tsunami – backup generators destroyed – battery backup dead). This led to a lack of cooling of fuel rods in the reactors, which then led to a meltdown situation.

The underlying issue was a complete lack of electrical power, power sufficient enough to run the powerful cooling pumps.

Taking a simple look at the risks that may exist around any nuclear power plant, including the locations in the U.S. map above, the worst-case-scenario is always going to be one where the ‘issue’ leads to complete power failure. Without electricity, any one of these nuclear reactors will melt down, just like Fukushima, or worse.

A nuclear power plant being what it is, we would like to think that there is the utmost highest regard and oversight for safety built in to the design, construction, and operation of each one. But still, we had the disaster in Japan.

Not being qualified to asses the nuclear risk of the ‘what if’ scenarios, I still cannot help but think, what if this or what if that were to occur over here in the U.S. for example.

What if a ‘Carrington Event‘ solar flare were to occur, like what had happened in 1859. Astrophysicists know that it WILL happen again, it’s just a matter of when. If an extreme solar event like that were to take down the electrical power grid, and-or damage electronic systems from its EMP effects,  how long would it be before any, some, most, or all of these nuclear power plants would runaway to meltdown?

What if a true EMP weapon, or weapons, were to detonate and take down all electrical systems of a region, or wider, what then? Are the backup generators and their associated electrical control systems impervious to EMP-type effects for example? What about the control systems of the reactors themselves, are they EMP proof?

What if the New Madrid fault zone were to unleash a magnitude 9+ earthquake, which geologists agree is possible, then how would the nuclear plants avoid catastrophe at the reactors in northern Arkansas, eastern Missouri, or others nearby?

What if the San Andreas tears loose in California, how will Diablo Canyon and San Onofre handle it?

What if there is an unforeseen ‘physical’ attack on one of these reactors? What can the containment vessels withstand with regards to missiles of various strengths?

What if there is a cyber ‘virus’ attack along the lines of the Stuxnet computer virus that attacked the Iranian nuclear development facilities?

These simple questions led me to create a map of all U.S. nuclear reactors, both operational and decommissioned, so to have a look see where the danger zones ‘might’ be, should a worst-case-scenario occur.

It is difficult to impossible to answer the question, “How far away is a safe distance from a nuclear reactor?”, so I’ve created 100 mile radius zones (200 mile diameter) around each nuclear plant to provide some visual perspective. Yellow zones are around decommissioned plants.

Remember, it’s all about the wind direction too. The prevailing winds in the U.S. are typically from west to east while normally dipping down into the south-central U.S. before bending back up the east coast.

Looking at the map density of the circle zones, I’m glad I’m out west ;)

No slowdown for nuke power in China

In spite of the nuclear problems in Japan, China is plowing ahead with its nuclear power ambitions. The Chinese claim to have new, superior technology that makes it safer.

The Rongcheng plant will use helium, an inert gas, in its cooling system, and reactor cores will be able to withstand temperatures exceeding 1,600 degrees Celsius (2,912 degrees Fahrenheit) for several hundred hours without melting down.

2,912 degrees? Wow!

Obama on Military Attack: “President Does NOT Have Power Under the Constitution”

In December of 2007, while then Senator Obama was running for the Office of the President, Boston.com sat down with the candidate for a Q & A session.

The question from interviewer Charlie Savage asked Mr. Obama about Presidential authority to initiate a military attack under the Constitution:

In what circumstances, if any, would the president have constitutional authority to bomb Iran without seeking a use-of-force authorization from Congress? (Specifically, what about the strategic bombing of suspected nuclear sites — a situation that does not involve stopping an IMMINENT threat?)

Mr. Obama, at one time a professor of constitutional law at the University of Chicago, responded with a clear and concise view on the matter:

The President does not have power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation.

As Commander-in-Chief, the President does have a duty to protect and defend the United States. In instances of self-defense, the President would be within his constitutional authority to act before advising Congress or seeking its consent. History has shown us time and again, however, that military action is most successful when it is authorized and supported by the Legislative branch. It is always preferable to have the informed consent of Congress prior to any military action.

As for the specific question about bombing suspected nuclear sites, I recently introduced S.J. Res. 23, which states in part that “any offensive military action taken by the United States against Iran must be explicitly authorized by Congress.”

While President Obama and his counterpart in the UK, Prime Minister David Cameron, believe that the military action in Libya has been authorized, and is legitimate and legal, it is only legal with respect to United Nations’ bylaws and treaties.

The United States, however, requires the approval of Congress to engage in war, as stated by Mr. Obama in December of 2007. While the actions of Libya’s long-time leadership may be perceived abhorrent and morally unjust, it does not justify US involvement – especially unilateral decision making, with respect to US law, on the part of the President.

The United States was not in danger because of Libya’s actions against its people. There was no imminent threat.

Regardless of what the United Nations has or has not authorized, the People of the United States, by law, require Congressional approval for such an action.

This is a prime example of why our Founders were adamant about the system of checks and balances.

Radiation Fears Mount Despite Partial Restoration Of Power At Japanese Nuclear Plant

Workers at Japan's stricken Fukushima Daiichi nuclear power plant have managed to reconnected power to the facility's No. 1 and No. 2 reactors, a step they hope will soon allow them to restart the plant's cooling system and avert a wider nuclear disaster.

The power is crucial to attempts by engineers to cool down all six reactors at the earthquake- and tsunami-damaged facility and limit further leaks of radiation.

The operator of the nuclear plant warned that it may take several days for power to be restored at the No. 3 and No. 4 reactors.

The partial restoration of power came with fears mounting of the deadly spread of radiation, which has already been detected in tap water in Tokyo, crops in the region that houses the Fukushima plant, and Japanese beans exported to Taiwan.

More than 8,000 people have been confirmed dead as a result of the March 11 earthquake and resulting tsunami, with 12,000 still missing. More than 250,000 people are staying in evacuation centers after the tsunami wiped away entire communities along the northern Japanese shore.

How Bad Is It?

Hundreds of demonstrators gathered in the Japanese capital on March 20 to criticize their government for failing to prevent a crisis at the Fukushima plant after the quake hit.

One of the protest organizers, Takashi Misumi, said authorities have failed to acknowledge the true scope of the disaster and called for Japan to abandon its nuclear energy program immediately.

"The government has no intention of stopping its nuclear operations. It says this will never happen again," Misumi told Reuters. "I want to appeal to the world and say that this is very dangerous."

Japan's race to avert a full-scale meltdown at the Fukushima plant has sparked fresh concerns worldwide about the safety of nuclear power.

Those fears are now likely to rise even higher, as radiation contamination has been detected in vegetables, dust, and water near the nuclear zone.

Japan's chief cabinet secretary, Yukio Edano, told a press conference that traces of radiation had been detected in two prefectures near the Fukushima plant.

Edano said the government is considering whether to ban the sale of food items, like spinach and milk, produced in the region.

Edano said the efforts were "showing some effect" but added that the government "was not in a position to be able to say anything" more about whether a nuclear crisis has been averted.

Both Japanese and foreign visitors have sought to leave Japan in the wake of the deadly earthquake and tsunami, which has caused widespread power outages and required massive rescue and reconstruction operations.

An 80-year-old woman and a teenage boy were rescued from the wreckage of a house in northeastern Japan a full nine days after the 9.0-magnitude earthquake that set off the catastrophe.

An official from the Taiwanese radiation watchdog said the amount of radiation detected on a batch of Japanese fava beans sent on March 18 was well below Taiwan's legal limit and was not harmful to human health. He did not know where in Japan the beans originated.

Radiation Fears Mount Despite Partial Restoration Of Power At Japanese Nuclear Plant

Workers at Japan's stricken Fukushima Daiichi nuclear power plant have managed to reconnected power to the facility's No. 1 and No. 2 reactors, a step they hope will soon allow them to restart the plant's cooling system and avert a wider nuclear disaster.

The power is crucial to attempts by engineers to cool down all six reactors at the earthquake- and tsunami-damaged facility and limit further leaks of radiation.

The operator of the nuclear plant warned that it may take several days for power to be restored at the No. 3 and No. 4 reactors.

The partial restoration of power came with fears mounting of the deadly spread of radiation, which has already been detected in tap water in Tokyo, crops in the region that houses the Fukushima plant, and Japanese beans exported to Taiwan.

More than 8,000 people have been confirmed dead as a result of the March 11 earthquake and resulting tsunami, with 12,000 still missing. More than 250,000 people are staying in evacuation centers after the tsunami wiped away entire communities along the northern Japanese shore.

How Bad Is It?

Hundreds of demonstrators gathered in the Japanese capital on March 20 to criticize their government for failing to prevent a crisis at the Fukushima plant after the quake hit.

One of the protest organizers, Takashi Misumi, said authorities have failed to acknowledge the true scope of the disaster and called for Japan to abandon its nuclear energy program immediately.

"The government has no intention of stopping its nuclear operations. It says this will never happen again," Misumi told Reuters. "I want to appeal to the world and say that this is very dangerous."

Japan's race to avert a full-scale meltdown at the Fukushima plant has sparked fresh concerns worldwide about the safety of nuclear power.

Those fears are now likely to rise even higher, as radiation contamination has been detected in vegetables, dust, and water near the nuclear zone.

Japan's chief cabinet secretary, Yukio Edano, told a press conference that traces of radiation had been detected in two prefectures near the Fukushima plant.

Edano said the government is considering whether to ban the sale of food items, like spinach and milk, produced in the region.

The Power of Exponential Technological Change

03/18/11 Every once in a while, my wife sends me an email with the latest on-sale bargains from a membership warehouse club we belong to. One time I noticed a Westinghouse 42” LED LCD flat-screen TV that was on sale for less than $600. Quite a bargain! Our 3-year-old has taken a keen interest to banging away on Rock Band virtual drums (the Beatles version is his favorite). A separate television set seemed advisable to encourage his musical aspirations, so we decided to snatch it up.

That $600 TV got me to thinking… We recently disposed of an old Sony TV that we had received secondhand. That unit was one of the early flat-panel plasma models, and was less than a decade old. The original price was a whopping $8,000. It suffered from the burn-in that is infamous in older plasma display technology. It also weighed a metric ton, consumed gobs of power and would get quite hot.

However, here in 2011, I am presented with a far better unit. It has better display quality and less power consumption than a 100-watt light bulb. The coup de grace: All of this goodness is available for only 7.5% of the price of the old Sony. Adjusting for inflation, it is even cheaper than that.

A large, high-resolution flat-panel television was within the reach of only a relatively wealthy person in 2001. That is not the case today. This state of affairs, of course, is a result of the innovative aspects of an open economy. A manufacturer producing televisions using 2001 technology and pricing would be out of business today.

Austrian economist Joseph Schumpeter summed it up well in his book Capitalism, Socialism and Democracy: “The capitalist engine is first and last an engine of mass production, which unavoidably means also production for the masses… The capitalist achievement does not typically consist in providing more silk stockings for queens, but in bringing them within reach of factory girls in return for steadily decreasing amounts of effort.”

To Schumpeter’s words, I would like to add that this process is not slowing down. Technological change is accelerating…exponentially.

The types of companies I recommend to the subscribers of my investment letter, Technology Profits Confidential, are precisely those that lower costs through superior technology. These are the “better mousetrap builders” – the innovators who have the world beating paths to their doors.

For example, one of the investments I have identified for my readers is a company that stands to benefit from the booming growth of wireless Internet products and technologies. This company has played a key role in lowering costs for the “common man.”

I can’t reveal the name of the company, but I can, and will, highlight some of the reasons for investing in the rapidly growing wireless Internet sector.

Last month, Cisco published a fascinating report entitled, Global Mobile Data Traffic Forecast Update. This report contained some very detailed and persuasive predictions about the growth of mobile technologies. I’d like to highlight some of the projections made by Cisco’s analysts. They are, to say the least, astonishing.

Consider that total global mobile data growth is expected to grow at a 92% compound annual growth rate over the next five years. All that traffic growth won’t be coming from existing devices, of course. It will be coming from brand-new ones.

Anticipated Growth of Wireless Data Traffic

Although the bulk of data traffic will still be on laptops and netbooks in 2015, as you can see, the mix of devices will look quite different. While per user growth for laptops and netbooks will grow at a very healthy 42% annual clip, smartphones will do well too, at 24%. Finally, tablets will be growing at a breakneck compound annual growth rate of 105%.

The phrase “the power of compounding interest” is a valid and often-repeated mantra for long-term investors. In this context, think about what the power of steep rates of compound growth in smartphones will do for the profitability of the world’s mobile market.

In addition, tablets are the fastest-growing mobile segment. 2011 has been called the “year of the tablet,” but we are just witnessing the tip of a future iceberg.

Another big change under way is in the operating system of choice for mobile platforms. The biggest gainer here is Google’s Android, which grew at a monthly average of 56.7% for the first nine months of 2010. The second strongest operating system, Nokia’s Symbian, managed only 37.9% by comparison. However, following Nokia’s recent announcement that it will switch to Microsoft’s mobile OS, Symbian will now be relegated to the dustbin.

Patrick Cox, editor of Breakthrough Technology Alert, says:

There is, in fact, going to be a rapid acceleration in the adoption of smartphones very soon. This is because the Android OS has basically won the technological battle of the bands. It will become the standard…

Microsoft has been beaten in the mobile space and their proprietary OS is fading fast. Nokia has made a series of blunders as well and is now losing the mobile OS space it once seemed destined to own forever…

In Q4 2010, the Android OS was the world’s best-selling smartphone platform, ending the 10-year reign of Nokia’s Symbian. Recent events have solidified this trend. Open source advocates may have lost the personal computer battles, but they’re set to win the mobile war. This opens the doors for third-party developers like they’ve never been open before. Most importantly, it does so just as mobile devices, including phones and pad computers, are gaining the power they need to supersede laptops.

The next generation of Android pad computers is simply going to rock.

Since Android is essentially free, we can’t invest in it directly as a pure play. However, there will be profitable opportunities to ride on its coattails. One avenue is to invest in mobile applications developers.

In a recent Forbes interview, George Gilder, senior fellow of the Discovery Institute, explained how crucial “deep packet inspection” (DPI) technology will be to grow the wireless Internet. He said:

Deep packet inspection is absolutely critical to our technology and the advance of digital technology, because you can’t really have cloud computing, you can’t really have video teleconferencing, you can’t do any of the new promise of broadband without having ways to differentiate among different packets.

I do hope that the FCC will sanely manage the exploding wireless Internet. However, whether or not the US’s mobile Internet gets swamped in a regulatory nightmare, the strongest growth will be in the rest of the world. This is a market I will be watching closely and recommend you do the same.

“…nuclear reactors use bundles of enriched uranium packed into stainless steel fuel rods in order to generate the heat that drives the turbines. You need to keep these bundles of pins cool otherwise they melt or burst.

Now, it seems the Fukushima power plant pulled spent fuel bundles (a collection of fuel rods) and stored them on site rather than shipping them to another location. Speculation is that in addition to the fires that are damaging the working reactor, these storage areas of their spent fuel bundles could [now] be on fire. This vastly compounds the problem of any meltdown, as this spent fuel will add to the contamination [because] it is extremely toxic.

Nuclear Power Reactors Do Not Belong On The Surface of the Earth

As the frightful nuclear crisis in Japan unfolds, with the ultimate outcome far from certain, a brief pause  in the mad rush to pursue mass construction of nuclear power reactors can be witnessed. However, with the emergence of major new economic actors in the global economy, in particular China, India and Brazil, the world’s demand for energy, especially electrical power generation, will continue to rise, and probably revive the policymakers’  receptiveness towards atomic energy. In this drive, they are being increasingly joined by a strange new ally; environmentalists, those who classify themselves politically as left-leaning progressives, who see nuclear power as an emissions-free alternative to other forms of feeding the insatiable electrical grids of the global economy, most of which are major emitters of green house gases, believed to be the major contributor to climate change.

In 1956, the Director  of the Oak Ridge National Laboratory, Alvin Weinberg, said that, ” there is an understandable drive on the part of men of good will to build up the positive aspects of nuclear energy simply because the negative aspects  are so distressing.” His point underscored a perception by many of the leading scientific minds involved in the creation of the nuclear arsenal and militarized nuclear reactors to provide propulsion for the submarines carrying the nuclear tipped missiles that comprised the ultimate deterrent of the major powers. While supporting  and contributing towards making nuclear power and atomic weapons available to military forces highly disciplined and skillfully trained in their maintenance, they harbored great reluctance to see this technology disseminated freely throughout the civilian economy. The risks of such technology being managed by civilian organizations, especially privately-owned utilities, were far too grave, in their estimation.

The uranium 235 fuel utilized in a nuclear reactor is enriched to 20 percent, unlike  nuclear weapons, which require a minimum of 80 percent enrichment. This means that in an accident, an atomic detonation would not occur. However, virtually all the other evil consequences of a nuclear blast can occur in a catastrophic accident involving a nuclear power reactor. A plethora of toxic radioactive isotopes, some with a highly persistent half-life, are released into the atmosphere, soil and aquifers of surrounding areas, with frightful consequences for human beings. The economic damage resulting from widespread nuclear contamination can also be  severe and long-lasting.  In effect, a nuclear power reactor located within twenty or thirty kilometers of a major population center is the ultimate radiological bomb. Its promise of cheap, safe and supposedly clean electricity exists only in a parallel universe, where human failings and mistakes do not occur, terrorism is non-existent and natural disasters such as earthquakes and tsunamis do not happen. In our world, such a promise is illusory, as already demonstrated in the past at Three Mile Island and Chernobyl, and now so terrifyingly underway in Japan.

Dr. Edward Teller was the inventor of America’s hydrogen bomb, a weapon thousands of times more devastating than the atomic bomb that destroyed Hiroshima. He was politically a rightwing hawk during the Cold War, and strongly supported the buildup of America’s nuclear arsenal, including the development of nuclear reactors for military purposes. However, this genius of nuclear physics had a far different view when it came to building nuclear reactors as a means of generating electricity for widespread civilian use. In 1965 Teller stated, “In principle, nuclear reactors are dangerous…In my mind, nuclear reactors do not belong  on the surface of the earth. Nuclear reactors belong underground.”

The Death of the Nuclear Power Renaissance

03/15/11 Laguna Beach, California – Chris Mayer, editor of Mayer’s Special Situations, shared this bit of investment wisdom with his subscribers yesterday:

“Charlie Munger, the long-time Vice Chairman of Berkshire Hathaway, says there are three buckets where investment ideas go: ‘Yes,’ ‘No’ and ‘Too Hard.’ I think uranium is too hard.”

We would not quarrel with that logic; and we certainly would not quarrel with Chris’s caution. As an early, and indefatigable, bull on uranium, Chris led his subscribers to some very large gains in the sector. After yesterday’s selloff, some of those gains were much smaller than they had been. Nevertheless, Chris told his subscribers to “hit the bid” on two of the uranium plays he had recommended.

“I think we should sell our two uranium holdings,” Chris wrote. “We’ll book a 73% gain on Kalahari Minerals (KAH:lsx) and a 10% gain on Paladin Energy (PDN:tsx; PALAF:pink sheets). The latter is down 23% today. Once, we were up 70% on the name. So this is a disappointment. But Kalahari is a very nice win for a stock we held little more than a year.”

Uranium is “too hard” indeed. On the other hand, nothing is very easy these days. Following the Nikkei’s vertical plunge during the last two days, most stock markets around the globe also posted minus signs. From the highs of March 11 – the day the 9.0 quake struck – to the lows of today, Japan’s Nikkei Index plunged more than 20%. The would-be buyers of Japanese stocks apparently decided that widespread devastation and smoldering nuclear power plants are not bullish phenomena.

Following the Nikkei’s example, the MSCI EAFE Index of international stocks dropped 7% during the last three trading sessions and erased its gains for the year-to-date. Here in the States, stocks are also wobbling. But buying interest seems to await every selloff. On Monday morning, the Dow Jones Industrial Average sliced through 12,000 immediately after the opening bell and fell as much as 140 points. But as the lunchtime hour was drawing to a close – about the time the third martinis were making their way to the lunch tables – investors regained their bravado.

No tsunami carnage or atomic plumes were going to get in the way of their “Buy” orders! Nosirree! And no Middle East civil wars were either. After all, Warren Buffet bought Lubrizol. That had to count for something, right?

By day’s end, the Dow had trimmed its losses to a mere 51 points, while nearly reclaiming the 12,000 mark. In this morning’s trading session, the Dow is attempting an encore. After tumbling nearly 300 points at the opening bell, the Dow has shaved its losses to only 150 points (as of this moment). Even so, the NASDAQ Composite Index has slipped into the loss column for the year-to-date, while the Dow and S&P 500 are flirting with a similar fate.

Tomorrow is another day, of course. But tomorrow’s news stories probably won’t look dramatically different from today’s. One possible exception may be the news stories circulating about the nuclear power industry.

According to today’s headlines, the post-quake crisis at several Japanese reactors is a “Three Mile Island event” that will stop the growth of nuclear power dead in its tracks. A gaggle of government officials around the world are saying as much…and we take them at their word, sort of.

Obviously, the unfolding nuclear tragedy in Japan is not a non-event…as the harrowing volatility in global stock markets attests. The uranium sector, in particular, is in full meltdown mode: The ISE-CCM Global Uranium Stock Index has plummeted 27% during the last week. The price of uranium itself (“U308”) is down a similar amount. Not a good week for the uranium bulls.

But just maybe, tomorrow’s headlines about the fate of nuclear power will not resemble today’s. Just maybe, tomorrow’s headlines will be less bearish. Our respected colleague, Chris Mayer, is not optimistic. “The nuclear power renaissance is dead,” he says flatly in the column below. Chris makes a compelling argument. And it almost never pays to disagree with the man (which is why we almost never do). But we suspect that nuclear power will live to fight another day…and will do so within an “investable timeframe.”

As regular readers of The Daily Reckoning may recall, your editor named uranium as his “Trade of the Decade.” Two months ago, this call looked brilliant (or lucky). Today, not so much. Two months ago, uranium and uranium stocks were both sitting atop plump 50% gains for the decade-to-date. But those gains have shriveled to single digits.

So where to from here?

Admittedly, given the crisis in Japan, uranium might not be the “Trade of 2011.” But we think uranium investments still have a solid shot at performing well throughout the rest of the decade. In other words, we’ll keep dancin’ with the one who brung us – not just for sentimental reasons, but for stone-cold economic reasons. Environmental disasters notwithstanding, nuclear power remains an extremely competitive and compelling alternative to fossil-fuel-powered electricity generation.

The opponents of nuclear power tend to portray the contrast between nukes and hydrocarbon-generated electricity as a choice between adopting a rabid hyena or a Golden Retriever puppy. But the contrast is not quite that extreme or simplistic. A more accurate metaphor might be choosing between sleeping under a guillotine blade every night or sleeping in an airport smoking lounge. As long as the blade never falls, that’s a much better – and healthier – place to sleep.

That’s the nuclear industry’s critical challenge: preventing that blade from falling, no matter what. The newest nuclear technologies purport to achieve exactly that. Meanwhile, the world’s coal-fired power plants are continuously converting the earth’s atmosphere into a smoking lounge. This reality will not change, which is one very big reason why the demise of nuclear power may have been greatly exaggerated.

Nuclear power has played – and continues to play – an essential role in worldwide power generation. More to the point of this discussion, nuclear power’s role is growing most rapidly in the economies of the world that are growing most rapidly. The Fukushima disaster won’t change that trend.

To be sure, the world’s newfound anxieties about nuclear power are probably not nothing; but they may not be very much of anything. For starters, many of the “concerned” individuals who are voicing anti-nuke viewpoints are individuals who happen to have an additional agenda or two in their hip pockets. Many of these individuals are either members of an opposition party in their particular country or are members of some group that has long opposed nuclear power.

In the midst of the crisis, no one wishes to oppose these dissident voices. But once the crisis passes, the dissident voices may have to yell a little louder if they wish to be heard…and these voices might have to yell really, really loudly if the price of crude oil surges toward $150 or $200 a barrel.

Secondly, many of the folks who are issuing the harshest anti-nuke remarks reside in countries like Germany and the US that were already hostile to nuclear power.

The map below, courtesy of the World Nuclear Association, identifies the locations of nuclear power plants that are currently under construction. Of these, 42% reside in China; 16% in Russia and 11% in India. The G-7 countries, combined, account for only 3% of all nuclear plants currently under construction!

So if you are an investor in uranium, do you really care that Germany might not renew some nuclear power licenses or that Switzerland will find a new way to stall construction of three new nuclear plants?

Even in the Developed World, the news for the nuclear industry is not all bad. At the very same moment that the Swiss and the Germans were pandering to their publics, the French, Spanish and Italians were promising full-speed ahead on their nuclear power programs.

“France will continue to rely on nuclear power,” Bloomberg News reports. “Spain, which is extending the life of existing plants, said Fukushima won’t hold back its nuclear policy. Italy’s environment minister said the earthquake won’t make the country reconsider to build new plants.”

“We can’t switch to renewables overnight,” says French Environment Minister Nathalie Kosciusko-Morizet said. “For the foreseeable future, we will need nuclear.”

So will the rest of the world. Net-net, the long-term prognosis for nuclear power may not be as grim as the near-term headlines suggest.

Nuclear power perspective

China could match US military power in 10-15 years


Western cuts and swiftly rising defence spending in emerging economies are redrawing the global strategic map, a leading think-tank said on Tuesday, with the danger of conflicts between states also rising.

In its annual Global Military Balance report, the London-based International Institute for Strategic Studies (IISS) said the shift in economic power was already beginning to have a real military effect and closing any strategic gap.

“Western states’ defence budgets are under pressure and their military procurement is constrained,” said IISS director general John Chipman. “But in other regions – notably Asia and the Middle East – military spending and arms acquisitions are booming. There is persuasive evidence that a global redistribution of military power is under way.”

Asian Pacific nations particularly China were increasing defence spending by double digits annually, he said, with growing evidence Western states were losing their technological edge in areas such as stealth technology and cyber warfare.

Most estimates suggest Washington still accounts for roughly half of all global defence spending each year, much of it spent on conflicts in Iraq and Afghanistan. Estimates of Chinese defence spending vary wildly, with many analysts suspecting it dramatically underreports.

“HALF A GENERATION”

According to the report, the United States spent $693 billion on defence in 2010 – 4.7 percent of its GDP – compared to China’s $76 billion (1.3 percent/GDP) and Britain’s 57 billion dollars (2.5 percent/GDP).

Speaking to Reuters after the report launch, Chipman said if current trends were continued it would still take 15-20 years for China to achieve military parity with the U.S.

“We’re talking about half a generation,” he said. “The United States has always said it would never let another power get to parity so in the next few years it is going to have to make some very significant decisions on what it does.”

In the shorter term, he said much of the equipment China was aiming to acquire such as the submarines and anti-ship missiles was designed to dent the dominance of U.S. aircraft carriers in nearby waters particularly the Taiwan Strait.

Beijing’s military growth was itself driving other nearby Asian powers to ramp up their own purchases, he said, while worries over Iran coupled with strong oil revenues were driving similarly rapid expansion in Gulf military forces.

It was too soon to say whether the rash of uprisings in North Africa and the Middle East would prompt authoritarian rulers to focus more on internal security threats, he said.

Exchanges of fire along the borders of Thailand and Cambodia as well as between North and South Korea showed that the risk of local state-on-state war was back on the map after a decade of focus on more fringe threats such as militancy, he said.

“It had become conventional wisdom bordering on cliche that interstate conflict was a thing of the past and now that’s being called into question,” he said.
